Why it works
A competition is only as good as its announcement.
Unclear goals and guiding questions lead to contributions that conflict with one another. This only becomes visible in the preliminary examination when correction is no longer possible. A careful preliminary examination also relieves the burden on the jury, which would otherwise spend time on technical rather than content-related questions. Public sponsors also bear responsibility for a legally secure, comprehensible procedure.
